Is that possible for a train to commence its journey before the chart is prepared?

I have booked in to train no 16525 on 5/5/2011 in 2ac to bangalore. The schedule says th train departs the primary station at 10:30 am. Now its 11:24 am and still websites says chart is not prepaed, is this a possibility
